The fund’s director Duong Chi Dung, who is also the director of the Foreign Ministry’s Consulate Affairs Department, said the fund would enable government agencies abroad to assist citizens in need, including in cases of temporary arrests for law violations.
Non-refundable aid would be provided to victims of war or conflict, natural disasters, epidemics, terror attacks or kidnapping, Dung said.
Citizens who receive funding for health care, travel costs and accommodations will have to repay the costs.
