He said the main areas of cooperation were in economics, trade, science, education and human resources training.
Manh said he believed that the friendship and multifaceted cooperation between the two countries would be continually strengthened.
Smith also met with Prime Minister Nguyen Tan Dung in Hanoi.
He said the Australian government will raise its scholarship budget for Vietnamese students to US$100 million in 2009.
The PM thanked the Australian government for increasing ODA for Vietnam and creating favorable conditions for the Vietnamese community in Australia.
