Every office from ministry-level to local authorities will have to set up mailboxes with the domain name “.gov.vn” for the agencies and their officials, Dung said. The use of emails will increase productivity and cut down on unnecessary paperwork, he said.
Agencies that don’t have an official mailbox will be able to temporarily use free web-based e-mail as long as security is guaranteed.
The prime minister’s directive said agencies had to hold training courses to educate their employees on how to use e-mail.
From January 1, 2009, the new government email addresses must be published on all official government websites.
Official e-mailed documents would have the same legal standing as hard copies of papers, the directive said, so agencies wouldn’t have to follow up emails with hard copies.
The prime minister said agencies would have to constantly check their e-mails in order to provide timely replies to queries from individuals and businesses.
